Paineel has grass, isn't it supposed to be underground? Was also thinking about if akanon had any grass, but I don't know it well enough.

Weakening lands is grassy, but not a city, the only cities in velious are Thurgadin, Kael Drakkel, and skyshrine, no grass that I know of in any of those.

Akanon has grass in the zoo. Zoos have things on show. Doesn't rain, being underground. hmm.

In the ak'anon zoo there are 3 exhibits

a tiger
a lesser minotaur
a brown bear

-doubt its these 3, only the minotaur probably has a 'class' such as warrior.

The zookeeper's a gnome:
Kimble Nogflop, not him either.

Wakening Lands will rain.

Zones that snow (off the top of my head so i maybe missed something)

Iceclad
Eastern Wastes
Western Wastes
Great Divide
Cobalt Scar

My guess is this NPC is a named somewhere in a dungeon.
