Its true that forum account and game account should be separate for the most part, otherwise everyone would be anon forum accounting it from here on out. I would have banned his forum account for exactly what you said (if not the grammar), however, unless he did something inflammatory against the rules in game, I'm not sure how banning his character is related to his forum activity?

Unfortunately there is no free speech on p99 forums...if the moderators/GM's don't like what you say, they will remove it and ban you. I'm not sure if it was always like this, but it is like this now.

The sooner you figure this out, the less characters/accounts will be banned.

Those rules only apply to the blue forums. Pretty much anything goes on red forums.
