Mebbe they are afraid of reprisal if too effective. Butt want to send a message. Or goad Isreal into doing something so they can cry foul.
It is bad tactics tho. Wasting ammunition and giving the enemy time to train on ur capabilities isn't effective strategy.

It is so dumb to be like, ok today we are going to fire rockets for 3 minuets, then stop,. then tomorrow we will do the same thing! Then we will do it again twice the day after that, then nothing for a day, the again the day after that once more!
