Some here in Japan think Prime Minister Abe is pushing to see how much he can get away with for emergency powers. He's been a proponent of dismantling Japan's constitution in order to rebuild the military. While he may or may not be blowing things out of proportion, he is certainly taking advantage of the situation at the very least. I fully expect that others around the world will be similarly capitalizing where they can.

Big meteor on the way to strike earth. You don’t wait for after the impact, you declare the emergency when you can make the greatest difference: in advance, e.g by sending Aerosmith into space to blow it all up.

“Prevention is better than cure”.

Stocking up on a months worth of food is not panic buying. That is being prepared for if you need to quarantine.

Buying a years supply of food... well maybe it is insulating against anticipated price hikes, or supply chain issues... or even a crazed plan to flip?

I 100% agree that prevention is better than curing, but preventative measures is one thing, declaring a state of emergency is another. It's a bit drastic. If SF suddenly had a spike of cases with unknown disease vectors that were unlikely to be contained, I could understand a state of emergency. 0 cases though, nah.

Also, buying months worth of food when nobody nearby has confirmed cases, that is totally panic buying.
