Default Punishment should fit the crime?

Perma-Bans are hurting server population?

I personally voted punishment should fit the crime. Because I think all players should play even douchebags that everyone hates. as long as there is a competent GM staff, they can measure out the punishments, but keep players in line to learn that they will not get away with cheating. But deleting their accounts and permanently destroying their investment in the server is harsh. They quit, their friends will quit too.
