GMs wont get him his money back. They believe scamming is a part of the game environment and it helps make it feel immersive.

No...because scamming actually is part of the game. Here's a scam that netted over 200 billion isk. Word is the guy was able to RMT about $6300.00 worth of isk before he was banned.

EVE also supports exploiting game mechanics in every way possible.

It's a fun game at times but is mostly a boring grindfest with griefing via exploits running rampant.
