Resist gear = casters useless?

its a pickle either way

at low levels casters going to hit hard and have resistless targets

but with no loot , at high levels melee will be packed with gear , and casters are faced with long spell casting times

my question is

diminishing returns? 40% Rule? are we talking one shot kills? Whats the real ruleset , all i see are stupid questions people ask ( That obviousley never pvp'd in eq )

i spent almost all my eq time on rallos then zek , from classic to SoF and i think the single most important pvp rule would be the 40% Rule

anyone?
