You'll be allowed to bind in dungeons since you were allowed to bind in dungeons on live (as well as binding in the planes for a short amount of time I'm sure), except for kunark dungeons. Casters will respawn with 0 mana so I wouldn't be too worried about getting bind rushed. They aren't going to change things to be non-classic just to appease the noobs from vztz who didn't play on live (read: the entire vztz population). In fact you'd have to be a complete idiot to bind in a dungeon since it'll just make it easier to bind camp you.

Dev's are going to allow them to bind in dungeons and planes atm. Which is a bad idea. Poll should have had a 3rd option.
