The only way you can prevent that is to remove level ranges entirely, and that's just not good for the server in any way.

Personally, I'd say don't let people attack targets that are +OOR. There's no need for it. Just have the dynamic system apply for heals and HP buffs (because they also heal the target). Don't want it so that you can't ask that level 20 druid for a SoW because he'll get flagged and ganked five minutes later by some tard.

Think it's time to accept that these things can happen and you can't cover every scenario. OOR healing was never punished on live. Making zones with raid targets all ranges is the best fire and forget solution. Don't promise to enforce anything like this after that.
