People either expect moderation to not occur at all or to occur completely equitably at all times. But so many of the people who have been banned are idiot malcontents who are just pushing the rules because they feel like it - and even if moderation was completely equitable, they'd be throwing the same fits.

My guess is stuff that's reported (see the red-outlined triangle in the top right) gets special attention from the mods, and that's why Harrison hasn't been suspended up to now - some people are reporting, some aren't.

Harrison fights primarily with people he has a mutual hate relationship with, which is probably why he hasn't been banned (edit: hasn't been completely banned) up to now. The mods probably aren't looking to regulate consensual personal attacks between users - but he has been excessively trolling the pvp forums indiscriminately...

If Guineapig claims he can't read every post (which is understandable, there's a lot of traffic on these forums), I'd say there's definitely need for another forum mod or two.
