Eq is all about the "me factor" now like wow. So why would enchanters and clerics invite more ppl when they can just solo...
Moving caster binds to city only would make death more punishing and actually help foster more balanced groups in far away dangerous places.

Surprised no one has brought up the faction issues. Everyone thinks they’re going to get a SWC(they won’t). So they avoid it so they don’t ruin faction for an item they will never get. Faction can be fixed for very cheap. P99 players used to be very good, now it’s full of really bad players who are afraid to be in risky situations. Protecting exp as if it holds any real value. In short, people are pussies.

It's not a population issue. It's a stagnation issue.
No reason to exp at max 60. If you want loot, you go in with your factioned enc or shm and solo it so you get all the loot. There is little incentive to group in Chardok on P99 and it has nothing to do with population.
