However, as I went over in my last post, the p99 staff hardly has a reputation for quickly dealing with petitions for individual players. They simply do not have the staff to build up such a reputation. Therefore it is impossible for "the appearance of things" to be different than the "reality" of him not having his petition answered quickly. Game, set, match.
