In theory, based on patch notes, anyone should be able to zone in to Fear (no 46+ restriction), no manastone restriction, and even the Alter Plane wizard spells (for Hate/Sky) were scribeable earlier lvl than 46.

On p99, who knows.

Dear Players on Green,

I am sure many of you are excited to relive some of the classic raids and are anticipating their release. Based on staff posts it is estimated that Fear will be released this month. Seven guilds currently on green, <Kingdom>, <Seal Team>, <Lineage>, <Black Lotus>, Venerate, <Calamitous Intent>, and <Ironborn> have formed a United Nation of guilds. We have decided to work together as a community and share the experience of clearing the first spawn of Plane of Fear/Hate. We would like to invite the players of Green to join us in reliving this amazing classic experience!

There is no level requirement to join the raid or roll on loot, however, it is likely you will need to be level 46 to zone in and participate.

All gear will be /random using a NBG priority system.
