Are you trying to connect over wifi? Everquest emu is very finnicky when theres any amount of packet loss. Try hard wiring into your modem/router.

I have this problem sometimes. When it happens, it does it over and over, and the only thing that seems to fix it is resetting my router and cable modem.

I've had this problem many times, seems to happen at random. Last time it happened unplugging my wireless router and plugging it back in fixed it, but I see you've tried that. You can also try just logging in over and over again, eventually the server list will show up. I know it's very frustrating, I've still never gotten a straight answer *why* this happens. I've played on p99 since 2009, and it never used to happen until maybe a couple years ago.
