Once a member to a raid guild all it takes is attending 1 earthquake/repop a month to achieve minimum raiding requirement. Like 10 hours a month, not hard to be Uber leet

Could also make every equip item on the server no drop and lock corpses so people who did not participate in the kill remain unable to loot.
