This is absolutely correct.

Also, Guineapig/chica is probably right about STA being the best choice. Is it really true that Cha has NO effect on charm durations though (for Bards)? I don't think that's accurate, but I'd have to test.

Since the charm duration for bards has been fixed, the difference would be so minimal as to not be worth even changing gear for it. Just my opinion though. We're talking the difference of a tic (or 2 on a critical failure). And sadly you still won't know if charm broke due to your charisma or the mob rolling high on their magic resist check.

Here is a comment by somebody who tested it extensively on live:

Not "not really noticable"... none. Twice in my bard's lifetime I ran around taking stats on it, hoping to find that my 250 CHA was doing me some good. Checking 75 and 250, over 100 or so charms, the resist rate was within +- 1% of each other (both with the lower (mid 20s) and lvl 64 charm).

I would definitely believe it effected duration (for enchanters), nearly every chanter I talked to seem to think so. A bard would not notice the duration, either.
He does go on to mention that charisma does effect bard lull however. So I guess that's worth taking into some consideration. This quote is from 2009 but he was testing back when the skill caps were at 250 so it's fairly relevant.

If you can't go 38-50 solo as a bard, you're doing it wrong.

I wouldn't waste your starting points on Charisma. Too easy to up. I say mix. Give a little strength, stamina, and dexterity. Toss like 5 in Charisma if you can't bear to go without.

For all this talk about end game it's funny nobody mentioned that in a couple of years with velious gear and primal weapons all of your melee stats are going to be maxed anyway. Put all you points into charisma and int!
