I believe you can also get faction from buffing someone with aggro. Wizards get See Invis and O'Keils Radiation at level 4.

Edit: And now that I think about it, I'm nearly certain you get faction even on a resist. I've tagged things in WL groups with a flux staff that is occasionally resisted and don't remember ever not getting faction.

I can confirm wizzy can flux staff tag, resists still work, to get faction hits for ally CoV. Did this on my Wizzy somewhere between 27-34.
