I would focus on the PoM gear; notably the mischievous dazzler set is really nice. And you can technically do it by yourself or duo if you have the time. Other than that as stated, a lot of top notch BiS will be earned through high end raiding and DKP points.

There is a search bottom at the top right. Use it.

All gear can be found on the wiki under equipment, then click enchanter and look thru what gear has the best hp.

I was going to make a level 1 wizard with the bis droppable gear for under 20k. I want to focus on hp and raw melee prowess...bonus points for fashion quest.
