turns out the IP REMOVED gave me to track down
was from oregon
and its blueflower
blueflower rejoined the guild, as a non officer
and some sort of backup was restored or something
and somehow sektors got 'boosted'

Well what he did was add the character tanglang (and a few others) to his DKP account, effectively boosting himself by 40-something points. Capown caught it.

u read it here first folks. non officers have access to your dkp and they are abusing it. RIP
