Will make my votes based on in-game actions that mold the server because forums are just a place for people to commune. If the forums or rants n flames subsection qualifies someone as toxic then you have this skin and should opt out of it as it's at-will and has no bearing on the game, not to mention the 'ignore' option.

Quick thoughts, not in order:

1. Lite - stunted growth of almost every up and coming guild by either making promises of an alliance to use them/strip them, or by preventing them from getting momentum
2. Sektors/Samsung - shameless under the table deals and in-game bans that ruin guild reputations and get innocent people banned after letting them use his characters, or using other peoples characters himself (ip contamination)
3. Smedy - known to throw tantrums and shut down teamspeaks or steal up and coming guilds websites; records conversations and chats; researches peoples real lives to store on his website
4. Derubael - highly trusted position with access to peoples real life information and accounts; unjustly punished a lot of people and stripped their banned toons (probably voting him as #1 worst considering he abused a role as a project representative)

There is going to be a lot of overlap with guys like Derubael, as he is such a formidable contender.
