If you are an established player and have a lot of plat, ogre is hard choice to beat as you have the ogres benefits, plus can buy gear the gives you the regen benefits.
But! If you are a new player then the races with regen bonus really help as they do make levelling easier, when you don't have access to gear . I went Iksar, as my old main on live was iksar! The regen has really helped and will continue too, til I can get a fungi/torpor, then an ogre will be better 'in certain circumstances' But for a new player that is a long way off and the regen will always help. I think play what you like to look at, as you will stare at them for a long time!
