I get the same error when I search the install directory for 'Launch Titanium' and click on the result. I don't the error when I manually click on 'Launch Titanium' in the install directory.

It's in the getting started guide. Also just to throw a monkey wrench in here, you can use a different client than Titanium, you just have to do extra work that is not listed in the getting started guide so you are on your own to get something other than Titanium working.
Sorry it's not in the guide any more. Did you Try using OtheR seaRchEs for the Needed TitanIum files firsT?

Turns out it was Norton causing all the trouble. Working now

I am almost convinced now that the term "anti-virus" for these programs is not some sort of protection rather its a statement of how they are the negative version of a virus like matter and anti-matter.
