You know who also gets plate in velious? All the other warriors. If you don't want a fugly looking ogre, make a troll. Troll in statless plate ~ iksar in BiS pre-raid gear in kunark. And have you seen trolls in plate? GLORIOUS!

if going ikky you want agility. dex doesnt do shit but help you proc weps and theres enough gear for str and dex to make putting points into them a retarded choice. with cleric and shaman buffs there is no need for stamina either. but please dont forget unless they release the ikky plate gear at the same time velious is released you will be waiting a couple months for it.

Troll is actually not a bad choice man iksar is for firegiants. Max charisma tho or you won't be able to make $$$ of those merchants.
