Thinking that bards are only good for raiding at level 60 invalidates anything you could ever have to say about the value of anything in EQ.

Outside of PL'n give me examples of situations where a group would want a bard?

Bards are great for raids, but in a group all they bring is a large xp penalty and lackluster buffs/CC.

With Velious, there will never be enough clerics, warriors, rogues and wizards.

So yeah, go with your rogue, safe choice.

I think what you need to consider is that, at least while levelling, a group needs one cleric and one tank. Warrior and cleric might be 'god tier' in Susano's list and they are the essential components that a group is built around, but you rarely see two of them unless you are in a specific location; two clerics in a Befallen / Unrest / Mistmoore group is not uncommon for example, but mainly because of the undead.

Rogues 'stack' nicely. They never get in each other's way, they never compete for aggro and they never reduce each other's damage unless they do something incredibly stupid like hit the Instill Doubt skill by accident. Three rogues are three times as good as one rogue in most cases.

Also, until you hit the raid scene, a Paladin or SK is just as welcome in most groups as a warrior. I say most groups; some people are still scared of the exp penalty for some reason. Yes, a warrior has a 10% bonus instead of a 40% penalty, but they also cannot LoH to keep themselves alive on a bad pull or FD to dump the mob onto the off-tank.

If you have 2 rogues its a good idea to form 3 sides of a triangle with the tank if he's struggling to hold it versus 2 epic daggers, and if one of the rogues gets aggro (even briefly) there isn't much movement required to keep backstabbing.

Rogues are good, but you really can't have the "I'll just get a fungi and solo" attitude which is probably why there's way more monks.

With velious around the corner having a rogue main is a great idea. DPS is something that groups and guilds will need a large amounts of. Yes wizy but your bane spells wont be coming in for sometime, And they are burts not sustained during fights and raids.

If a tank is losing aggro to a rogue, one or both of them needs to learn how to play their class. I've done duo / trio tanking with other rogues (aggro-tennis and the triangle-formation you describe) before because the tank has gone LD, but consistently gaining aggro to the point where you are doing that with a tank requires a rogue who doesn't know how to evade and a tank who failed to train their taunt skill.

That or a rogue with an insanely-high DPS or a high-aggro proc like a Serrated Bone Dirk.

What lvl is your Rogue? I <3 my rogue so much I really don't play any other class (on the blue server) and I never usually have issues finding a group. Sometimes it can be tough, but in those cases I just create my own. Rogues (as already said) are highly desired for our dps ability but we also offer some nifty utility in the form of unlocking doors (crypt for example) and corpse draggin'. Definitely things that are fun imho. However, warrior isn't a bad choice either especially if you're looking to raid.
