druid rings in gfay

Im sorry this is a dumb thread, but I was just wondering if anyone knew the lore of the druid rings in gfay? Like why are they broken down? Wouldnt the woodelf druids fix them up?

I mean theyre so close to the newbie lift, its like they can see them from the guild windows.

why come they didnt just go out there and fix it?

I wonder that about a lot of the ruined, ruins around eq, but that one in perticular seems like there should be some lore behind it.
