What bug are you referring to and how can I exploit it to rapture lock?

I saw in bug forum that rapture recast / duration is being nerfed or has been nerfed which would make this not possible even with clickie refresh

Any spell put in top spell gem will refresh after a insta click. As long as the refresh timer ends as the cast completes the spell will hit. It's how you machine gun lures even tho they should have a 3 sec CD
