The lucy data.. looks like they were doing database work, and thats how they populated the stats.

I am going to change the cloak to instant cast until Sol Ro opens. There was really no evidence provided that it was instant, but there was enough memories and some posts that corroborated it.

There will not be 2 different items.. a prenerf and a nerfed. It will be the same cloak, and its casting time will return with the opening of sol ro.

Is this like manastone were it was nerfed way later? As in instant cast and 6 sec ones were in game till 2005 at which point they made them all 6 sec?
