why so many gangs... shouldnt they die out inherently from the lack of resources, infighting and killing?

or is the problem systemic? in that the "soldiers" are "recruited" by societal conditions, outside the control of the demographic experiencing them

IDK bighurb... To my knowledge the two most important factors are:

1. quality of life, education
2. police

#1 being the most important factor
#2 Being tertiary, and not directly related. However it compounds #1
