Think players should have the option of char copy with nothing, or transfer with nodrop. If they don't want to commit to transfer, they shouldn't get to bring anything over, imo.

If they transfer over with gear, they committed to pvp. If they come over with nothing, they will want to get gear and that will generate pvp.
