One easy solution that would attract people from p99/r99. Make it so you spawn at level 60.

Nobody wants to level on a server with 3 people.

I didn't log into red99 for a year and a half and wrecked nizzar with gynos half long rogue in botb securing third place title in Boulder quest match against his barb rogue when he was on elderan. Cwall who was one of my vztz disciples in nature's fury has become a grandmaster on red99. I can't play 12 hours a day to compete on salty server but I'll still fuck people up in pvp. Pras.
