There are several dumber states:

46: Florida
47: Alabama
48: Mississippi
49: Nevada
50: Hawaii

I imagine if NASA moved to Texas then Florida would drop two spots.

It took me a long time to settle on 12.5 seconds as just the right interval. I needed it to be infrequent enough for someone to comment on it, and ten months later there it is.
