I'm fairly certain it's always been this way by design. The only thing that's changed is the technology to trace and track ppl and more readily ruin a total strangers life. And the fact that we culturally and socially think it's totally ok for a big monolithic government or powerful organization like Microsoft to do this. And we as a people have grown to fearful to stop it collectively. Big changes I feel from like, the advent of radios, phones, and fast travel. Get rid of long distance rapid transit and instant communication, and we'd return to a more locally collective state with decentralized power structures. People could then make a living farming again without subsidies and massive contracts with Monsanto. Not to mention we do this globally now. And in many sectors of society. I mean, the FBI probably gets a list of people from an AI or algorithm regularly at this point..they need Jeb Thule to go get or check up on.
