I think a 17-year old is totally fine policing the streets with a rifle.

I would prefer to throw him into a policing school around the age 14 and then send him on a tour at 16 for a year of practical supervised patrol experience before letting him go solo at 17.

That would be my ideal. Identify lawful good aligned youth early and after grade school put them into specialized schools, we can call them Paladin Academies or something, where they learn about the law they want to uphold and how to do it. Those schools could feed the main training camp down in Georgia somewhere like that where there is a mockup town and Force B acting like the citizens and the evils. Then at 17 they get a nice send-off and go off alone, roaming the country and upholding the law and cleaning schools.
