Tankie is someone who sees the wisdom in putting down a bunch of idealistic college kids that think its appropriate to loiter in Tiananmen square waaaay after the government told them to disperse.

After the tanks, there hasn't been a problem since.

Or less genreously, it could include the tanks that pussed out in the town square of Moscow...Let's just say things went a lot less smooth for Russia since that incident.

i thought it was a british slur regarding the soviets invading hungarian or wherever

That might be the origin, but it can be used more broadly for any stance that is apologetic to the use of force in a communist government.
