The census doesn't count citizens or even legal residents. It counts people, including the Mexicans that you seem so afraid of, and you would still be off by fifty million even if you were making any sense.

I've had to grease the wheels plenty of times down there. Only difference between the two is that its a lot cheaper and they don't have the direct force of law to compel you.
