I mean, it's not necessary, sure. But river access means easier transport of goods, which can impact the health of businesses located there.

Edit: To clarify, I realize that my post isn't directly addressing the actual ability to live in a place. But I am more pointing to that as a factor in why we don't see more of civilization located in these types of areas.

So, was there skyscrapers before there was a cit or were the skyscraper built because of the people in the city?

Like seriously, until very fucking recently, and even now, no, you cannot build a new-york anywhere if you just give it infrastructure.

The proof is logical but because I'm not claiming massive voter fraud without a single shred of evidence, I'll just say that the Chinese do have mega cities that are virtually empty.

Better, bigger, newer infrastructure than new-york.
