Hah, I almost posted an identical comment a few hrs ago, except it was 'China doesn't want 25 million unskilled, ignorant nincompoops.' Brainwashed implies they aren't at least partially responsible for their government. Honestly it takes a special kind of incompetence and broken value system for that regime to persist for decades. Even in total isolation with their government lying to them and filtering information from the outside world, something better should arise organically if the people are worthy.

Democracy started in places where people didn't view themselves as victims of the government, but recognized it was their responsibility to hold the state accountable, and that the government ultimately answers to the people. Of course this also doesn't work when the society is ignorant or otherwise lacking in civilized values. North Korea is failing hard in both regards, and I have little sympathy for them.
