I guess after Hate 2.0 when Magi got the staff, they figured out there was still a bottleneck and then gave the staff a chance to drop from all male forsaken rev's after Luclin release. Would be a great solution to this mess.

Another issue is that all the mini's are not guaranteed to spawn after a quake from what I have been told.

if youre a tracker, nothing. If you have a force there to kill the minis, which are considered by the rules raid mobs, you're breaking the rules because you cant have a force camped in the vicinity of a raid mob.

Correct, so the person with fraps of people just camping at fountain means Butkus. He needs the fraps of them logging in at fountain and killing a mini.

The real problem would be if they logged in and killed a mini, if I'm reading the rules properly.
