If California ballots are anything like Florida ballots, they're deliberately worded to be confusing and give you as little information as possible. Can't imagine many people know what they're actually voting for unless they get supplemental paperwork, absentee/mail-in ballot, and spend hours actually researching the initiatives. It's not unreasonable (that's what my wife and I do) but I would guess most people don't take that sort of interest in anything other than who they're voting for President.
