The argument Mick is looking for in Political Science terminology is Bureaucratic-organizational theory. It's basic tenets are that Buraucracies are power structures that create their own "truths"(knowledge systems) that serve the interests of the leadership.

The FBI seems to be a great example of this lately. Notice how little police work the whole god damn federal government is doing -- because of buraucratic power struggles and political bullshit.

Any organization will eventually take on a life of its own. Just like following Jesus spun out of control and before you know it -- Bush invaded Iraq.

All that being said. It's not like we spend any god damn money on the environment. Do you really think some jackass like Obama, or Pelosi is going to try and mass jail law-abiding Americans? Obama didn't even want to admit people might lose their current healthcare plan. Give me a break.
