I do not recall calling for " Mass arrests " of doctors. The people providing the hospital guidelines and telling the doctors what to do or lose their jobs would be the ones held responsible.

Most people administering vaccines are poorly trained phlebotomists. People do what they are told from an assumed authority, and most doctors are no different. They want to help people, and this is the best way to help them. That is what they are told, and they will continue to do so until an authority tells them otherwise.
