Without getting into (possibly unknown) math, str will increase your max damage while higher atk will increase your average damage. Think of dps as a bell curve.

I can't see if a wolf is sitting or standing. So if I'm in wolf form I can't easily tell if I'm medding in third-person.

I figured it was the same for everyone using the classic wolf models?

If you know any statistics, then it increases negative skew of the distributiion.

If you don't, it means a your average or expected value of a hit will increase, aka you do more damage than you would with lower atk.

I disagree. I was well under 255 STR at the time I am referring to (Kunark era, doing only some classic raid content). Many people claimed that ATK was ATK, wether it came from worn/buffed STR, or Avatar, or Vengeance II, or whatever. I don't believe that is true. The ATK rating you see go up when you add STR is a composite and the math is much more complicated than that.

Not saying that STR is meaningless - but the way it adds to your damage output is inferior to "pure" ATK rating mods.

I recall ATK having 2 components as well, much like AC did, ie., there were mitigation and avoidance forms of AC. Direct ATK from items and spells supposedly was better than ATK from STR, foggy on why now though...its been too long. I bet a search on Steel Warriors or the safe house would turn up some discussions on it.
