Without getting into (possibly unknown) math, str will increase your max damage while higher atk will increase your average damage. Think of dps as a bell curve.

If you know any statistics, then it increases negative skew of the distributiion. If you don't, it means a your average or expected value of a hit will increase, aka you do more damage than you would with lower atk. | ||

I recall ATK having 2 components as well, much like AC did, ie., there were mitigation and avoidance forms of AC. Direct ATK from items and spells supposedly was better than ATK from STR, foggy on why now though...its been too long. I bet a search on Steel Warriors or the safe house would turn up some discussions on it.
