I stressed more about the quest involving the cook while I camped this (off and on for several days, finally gave up on getting a second one for myself after my brother scored his).

As best I can tell that quest was broken on live until many years after Kunark launch, and is even brokener here... and the reward is either a meh neck or an uber helmet...

Yeah there is no quest. P1999 wiki is wrong. You just hand in that no rent glowing skull thing to the cook and get a skull of torture.
