that's why Sony invented numerous char spaces.
Level up one to 60 and roll alts to 50's to kill the dragons.

This is how it worked on blue99, and in classic, and ergo how it will work here: after Kunark launches Naggy/Vox won't banish anyone. Then after Tal, Gore and Sev are patched in, Naggy/Vox will banish anyone level 53 or above. Not 52 or above. Level 52's can still engage Naggy/Vox.
