I've always leveled on bards and barbs. at 25 you can do the Barbs in WK in the fishing village. At lower levels I like the 6 min respawn style mobs, bc it gives me time to AFK and do crap around the house or read a book.

I seem to recall doing a lot of soloing (when I had to) in SolA. Charm was very unreliable at the time so I used my animation exclusively. Once I hit 39 and got my new charm spell all became much better.
So, SolA is a great place to go to. There are several exits to SolB which you can run to if stuff goes downhill (just be aware that there could be a Kibold on the other side now and then..
Infected Paw is another great zone to hit up as Brain mentioned. I can't recall my level at the time, but In Nurga, there's a place you can invis to which has a zone line to Droga (and the droga side is 100% safe as it's up on a balcony of sorts). I was charm soloing there quite a bit. There are a lot of casters so just be aware of that and you're good to go.
