It's kinda cool that Bards, Enchanters and Necros all get one without any faction work whatsoever.

You could also pay 5k or so for a charge of someone else's puppet strings.

didnt realize bards / rogues could even equip 2hb not having any skills in it I guess I never had a reason to try though

How do you use that to pwn a quest?

Charm quest npc - give quest npc quest item (in this case, a simple jade) - get OT Hammer - gate/FD/Run like hell and zone.

Anyone can equip anything if their class/race can equip it based on the description...there's also a shovel that's 2hb and all/all IIRC....They just can't get points in that skill unless they can get that skill (bards/rogues would not get 2hb skill using the item)
