as i recall, for live, this was available to MQ for all players at the time of epic release. just bc the item was out before kunark shouldn't change the fact that it can or cannot be MQ'd. I'm sitting on one and would much rather have it go to a monk than rot in my bank

For mq the devs have been very vocal that they only implemented it on specific quests. It requires that they go into the code for each one and change it individually as I understand.

Some quests for items that were available pre-epics, but are used in epic quest chain were retroactively made MQable; a few were mentioned in patch notes such as Soulfire quest. I see no reason why idol and code shouldn't also be made MQable.

The quest database that P99 uses is not strictly classic, the devs have had to build it from the ground up, trying to be as classic as possible. The issue is, the bit of code that allows MQing of items was not known when quests were initially coded/scripted/written for P99. Someone figured out how to enable MQing with code. All* quests written after this code was developed allow MQing items (including Epic quests), and some quests that existed prior to the code have been rewritten with the MQ code inserted. However, most quests written prior to the MQ code being developed were never rewritten and therefore do not allow the MQ of items.
To answer another question I saw here, it is the quest that determines if an item can be MQed, not the item. *: Don't quote me on this, I'm not sure if its 100% accurate.
