well different isp get different peering and technology used matters too... lets see

dsl services which also provide tv over the broadband usually have interleave on the gateway (switch) which decreases the amount of packet loss but increases the ping to the gateway since it's basically an error check for every package that gets sent. This is because the copper cable is very sketchy and was never built to handle data and is extremely sensitive to it's surroundings. People are very picky about streaming data when it comes to tv if one packet is lost the picture becomes fucked up, since tv don't care about the time it takes for the signal to start, ping times are not prioritized.

if i was on a dsl line with interleave i'd get around 50-70 more ping then a fiber optics cable with good peering to usa.

in my case i'm on a shitty dsl and lovely is on a docsis 4.0 tech (latest cable tech which virtually the same as ethernet > fiber switch > backbone
