You're being trolled. You must be really gullible, obviously rooting a Bard while kiting is legal. If it weren't, then someone could aggro mobs in anticipation of a pvp encounter just to make themselves immune from being rooted. Probably the only person who would agree with root being illegal during kiting is Wehrmacht, since root is his bane and he thinks the spell should be removed from the game.

Perhaps rooting someone that is kiting with the intent to cause xp loss is illegal, whereas if an effort is made to get the killshot it is legal? I know thinking hurts.
