The patch notes say that Rend was added to certain vendors, but it doesn't say that Rend didn't exist prior to the patch. Wouldn't that imply it existed before, but was just researchable? It seems weird (as Lovely pointed out in another thread) that Mages would have a better level 49 nuke in classic than wizards. I couldn't find any pages from 1999 about Rend so this is just speculation.
edit: also, it could just be implying that it was sold by only a few vendors, and that they just added it to more vendors. I think it's quite a leap to think that Rend at one point didn't exist.

Well for those of us who actually went through the trouble to do the quest, we should keep our reward.

People who did the quest now should just get the reward later when the quest actually goes in. I think that's fairer than giving them something that isn't classic.
